What Maintenance Planning Actually Means
Planning is not scheduling. Planning answers the question: "What does it take to do this job?" Scheduling answers: "When and who will do it?"
The Planner's Job
A maintenance planner takes incoming work requests and turns them into job plans that include:
- Job scope: Clear description of what needs to be done and what "done" looks like
- Parts and materials: Specific part numbers, quantities, and whether they're in stock or need to be ordered
- Tools and equipment: Special tools, rental equipment, scaffolding, crane requirements
- Labor estimate: Hours by craft (mechanical, electrical, instrumentation)
- Procedures: Step-by-step instructions for non-routine work, referencing technical manuals
- Safety requirements: LOTO procedures, confined space permits, hot work permits, PPE beyond standard
- Permits and coordination: Operations coordination, environmental permits, contractor requirements
The Planner-to-Technician Ratio
One planner can effectively support 20-30 technicians. The planner should not be a working supervisor—their value comes from staying ahead of the work, not participating in it. Pulling planners to "help out" on jobs destroys their ability to plan future work and creates a vicious cycle of reactive maintenance.
The Weekly Scheduling Process
Scheduling is a collaborative process between maintenance and operations. Here's how it works:
Step 1: Build the Schedule (Wednesday-Thursday)
The scheduler (often the planner) builds next week's schedule from the planned backlog, prioritized by criticality and age. Fill available labor hours to 100% capacity—the goal is a full week of productive work for every technician.
Step 2: Schedule Review Meeting (Thursday or Friday)
Maintenance and operations supervisors review the proposed schedule together. Operations confirms equipment availability windows. Maintenance confirms resource availability. Conflicts are resolved and the schedule is finalized.
Step 3: Execute (Monday-Friday)
Supervisors assign daily work from the weekly schedule each morning. As work is completed, the next job on the schedule moves up. Break-in work (genuine emergencies) is tracked separately.
Step 4: Measure and Improve
Track schedule compliance weekly. Calculate: (jobs completed as scheduled) ÷ (jobs scheduled) × 100. Target 90% or better. Analyze reasons for non-compliance—they reveal systemic issues (parts not available, equipment not released, poor estimates, too many emergencies).
The Daily Standup
Start each day with a brief (15-minute maximum) standup meeting with the maintenance supervisor, lead technicians, and operations coordinator:
- Review yesterday's accomplishments and carryover work
- Confirm today's assignments from the weekly schedule
- Address any new urgent requests (are they truly urgent, or can they wait for next week's schedule?)
- Identify coordination needs (operations lockout support, crane availability, etc.)
Overcoming Common Objections
"We're too reactive to plan."
This is the classic Catch-22. You're too busy fighting fires to prevent fires. The solution: start small. Dedicate one planner to plan work for your most critical equipment area. As planned work reduces breakdowns in that area, expand. Within 6-12 months, the workload reduction from fewer emergencies will free up capacity for more planned work.
"Our operations group won't give us equipment access."
This is a relationship and trust problem, not a scheduling problem. When maintenance consistently shows up prepared, completes work on time, and returns equipment in good condition, operations becomes more willing to schedule downtime windows. It starts with demonstrating competence through planned, well-executed work.
"We don't have enough people."
You almost certainly do—you just have a productivity problem disguised as a staffing problem. Moving from 30% to 55% wrench time effectively increases your workforce capacity by 83% without hiring a single person. That's the equivalent of adding 5 technicians to a crew of 6.
